PUBLIC NOTICE – VILLAGE OF ARMADA SYNOPSIS OF UNOFFICIAL MINUTES FOR RCM 5/27/25

Pres. Coenen called meeting to order at 7:00 PM. Pledge of Allegiance recited. Council members present at roll call: Coenen, Clark, Boelke, Barzyk, Shall, and Stirrett. Adair arrives at 7:05 PM. Also present: Clerk Poulos, Treasurer Porter, Bob Richter, Kevin Grand, and Stacy Sobotka.

COUNCIL ACTION: Unanimously approved Agenda as presented. Heard and/or received; the DPW Report for May, 2025, Planning Commission Meeting Minutes of

4/21/25, Zoning Board of Appeals Meeting Minutes of 12/19/24, and verbal reports from Planning Commission Liaison/Park Commissioner, Sewer and Water Commissioners, and the Street Administrator. Unanimously Approved the Consent Agenda as presented: RCM Minutes of 05/12/25 approved as presented; Payment of Bills totaling $23,304.70 as presented; and a Special Event Permit Application from the PAL Leadership Team on 06/01/25 between 8:00 am and 12:00 pm for a Four Corner Fundraiser. Unanimously Approved: to hire a part-time Department of Public Works (DPW) employee that will work not more than 30 hours per week at a wage range between $17.00 – $19.00/hour, subject to passing a physical and drug test. Nor benefits will be provided and a CDL is not required. The part-time employment will end no later than November 30, 2025; to allow the DPW Superintendent, with the help of designated Trustee Clark, as required by Council, to hire a candidate and start the physical and drug test process; to approve Amendment 1 to the Rowe Professional Services company Waste Water Treatment Plant Water Line Contract in the amount of $4,100.00 and to allow the Water Commissioner to sign on behalf of the Village. Funds for this action are available in the respective Water and Sewer Budgets but Budget Amendments may be required to appropriately realign the funds to the correct budget lines; to allow the Police Chief to purchase and e-citation system in the total amount not to exceed $4,222.62; to approve the additional costs associated with outfitting the new Police car in the amount not to exceed $392.04; to allow the Police Chief to sell six (6) patrol vehicle cameras and one (1) modem on BidCorp. Discussed Code Enforcement duties. Unanimously approved to adjourn the meeting at 7:49 p.m. A Complete text of minutes is available for public inspection at the Clerk’s office during regular business hours.
