A regular meeting of the Charter Township of Oakland Board of Trustees was called to order on Tuesday, July 8, 2025, at 7:00 PM in the Township Hall, 4393 Collins Rd, Rochester, MI.
PRESENT: Robin Buxar, Supervisor; Dave Mabry, Clerk; John Giannangeli, Treasurer; Emily Campbell, Trustee; John Casadei, Trustee; Jack Elder, Trustee; Jeanne Langlois
ABSENT: None
THE FOLLOWING MOTIONS WERE MADE AND PASSED:
1. To approve the agenda as presented.
2. To approve the consent agenda as presented.
3. To grant final site approval for Stoney Creek Crossing subject to the applicant complying with all applicable site plan and/or building plan review requirements on conditions as noted in the attached consultant reports and agrees to abide by, and comply by all pertinent codes, ordinances, and standards of Oakland Township, County of Oakland, and the State of Michigan.
4. To move to conditionally approve the final Site plan for the Stoney Creek Crossings Development Agreement, subject to the following conditions:
a) Developer shall return to the Board for approval of the Master Deed and Bylaws (condominium documents) for Phase I; 5 Board of Trustees Charter Township of Oakland July 1, 2025 Page 5;
b) Developer shall satisfy all conditions recommended by the Township Planning Commission, Township Engineer, the Township Planner, and Township Administration;
c) The Developer shall obtain separate sanitary sewer and water main permits for each future phase of the development prior to commencing construction of that phase;
d) The developer must secure all required EGLE and Oakland County Water Resources Commissioner permits and fully construct and commission the well system improvements before starting Phases III through V. Moreover, the construction of those well improvements must begin immediately upon receipt of the required Permits, whether during Phase I or Phase II work.
e) The Developer shall comply with all conditions set forth in the June 25, 2025, WRC approval letter for establishment of the Chapter 18 County drain system for Stoney Creek Crossings;
f) Prior to any site work, the Developer shall provide the Township with a copy of the Oakland County Water Resources Commissioner’s Soil Erosion and Sediment Control Permit;
g) In accordance with Section 250-32 (Financial guarantee) of Chapter 250 (Land Divisions and Subdivisions), the Developer shall deposit with the Township Treasurer, by cash, certified check, or irrevocable bank letter of credit, or furnish to the satisfaction of the Township Board a surety bond for the faithful performance of such improvements in an amount to be established by the Township Board to adequately ensure the faithful performance of such improvements.
h) Before any construction may begin, the developer’s contractor shall procure and maintain all insurance required by the Township Engineering Design Standards and shall furnish a two-year maintenance bond upon completion, testing, and acceptance of all construction improvements.
5. To approve the Development Agreement between the Township and S.E. Michigan Land Holdings LLC, as presented, and authorize the Township Supervisor to execute same.
6. To appoint Tim Reese to the Planning Commission, with a term to expire September 30, 2027.
7. To appoint Colonel Mark Gerhard to the Planning Commission, with a term to expire September 30, 2026.
8. To approve budget amendment #25-12, for the budget amendment memo dated July 8, 2025, the result of this amendment will be a net-zero to the general and building fund, and an increase to the fire fund in the amount of $26,200.
9. To receive and file the 2nd quarter budget report.
10. To approve resolution #25-10 for sponsoring health care savings plan for Oakland Township employees’ group.
11. To adjourn the meeting at 7:54 p.m.
