COUNCIL ACTION: Unanimously approved Agenda as presented. Heard and Received: Treasurer’s Report for September, 2025; Code Enforcement for September, 2025, was not received; Written Reports from the Street Administrator and Water Commissioner who verbally read aloud. Approved the Consent Agenda as presented: RCM Minutes of 09/22/25 approved as presented; Payment of Bills totaling $85,364.59 as presented; to close the Village Office on Wednesday, November 25, 2025; to approve employment agreement between the Village of Armada and James Gawlowski; to set a public hearing on the proposed ordinance granting a franchise to SEMCO Energy Gas Company to lay, maintain, and operate gas mains, pipes and services on, along, across, and under the public highways, streets, alleys, bridges, waterways, and other public places within the Village of Armada for a period of thirty (30) years for Monday, November 10, 2025, at 7:00 p.m. and authorize the Armada Clerk to publish notice of the public hearing in the official Village newspaper. Unanimously approved: to accept the Audit for Fiscal Year ending March 31, 2025, and to place on file; to approve proposal #25-Q3482 dated 9/29/25 from Northern Well and Pump to make repairs to Well #6, pipe manifold valving, in the not to exceed amount of $12,000.00 and allow the Water Commissioner to sign the proposal for the Village. Discussed: The single waste hauler bid documents.
