PUBLIC NOTICE – SYNOPSIS VILLAGE OF ROMEO REGULAR BOARD MEETING OCTOBER 20, 2025

PLACE: 361 Morton Street Romeo, MI 48065, South Building Meeting Room

TIME: 7:00 P.M.

Regular Meeting was opened at 7:00 p.m. Pledge of Allegiance was recited. Roll call was taken – Trustee Parker had an excused absence. APPROVAL OF AGENDA: Approval of Agenda – Motion by Trustee Fowler, support by Trustee Bartholomew, to postpone item 11h Village Manager Discussion and Decision until November. Motion carried 4-2 with President Poznanski and Trustee Kare dissenting. APPROVAL OF MINUTES: Approval of Minutes from September 15, 2025 – Motion by Trustee Kare, support by Trustee Edwards, to approve the minutes with edits to sections 8e, and 11a-c. Motion carried Unanimously. APPROVAL OF COUNCIL BILLS: Approval to pay the Council Bills – Motion carried 4-2 with Trustees Fowler and Rosso dissenting. SPECIAL PRESENTATION: Presentations were given by the DDA, Village Tree Board, and Village Engineers HRC. PUBLIC COMMENTS: Comments were heard by Ruth Heidebreicht, Zach Throne, Sharon Smith, and Andrea St. Laurent. OFFICER REPORTS: President – Report given; Clerk – Report given; Treasurer – President Poznanski reported on the interest gained in the Village’s accounts; Trustees – Trustees Bartholomew, Edwards, Kare, and Rosso gave reports; Planning Commission Ex-Officio – No report given; Chief of Police – No report given. COMMITTEE REPORTS: Bruce Sewer – Nothing to report; Ethics Committee – Nothing to report. UNFINISHED BUSINESS: Council Purchasing Policy – Motion by Trustee Kare, support by Trustee Fowler, to postpone voting on edits until November to allow time for Trustees to provide suggested edits. Motion carried Unanimously; CBD / PILOP – Motion by Trustee Rosso, support by Trustee Edwards, to draft an amendment to Section 46-314 of the Village of Romeo’s Code of Ordinances to exclude residential from PILOP in the CBD. Motion carried Unanimously. NEW BUSINESS: Sanitary/WWTP Capital Improvement Projects – Motion by Trustee Edwards, support by Trustee Kare, to approve the projects. Motion carried Unanimously; Water Capital Improvement Projects – Motion by Trustee Edwards, support by Trustee Kare, to approve the projects. Motion carried Unanimously; Notice of Intent Resolution – Motion by Trustee Rosso, support by Trustee Edwards, to adopt the Notice of Intent Resolution. Motion carried Unanimously; Romeo Historical Society – Charitable Gaming License – Motion by Trustee Bartholomew, supported by Trustee Fowler, to adopt the resolution recognizing the Romeo Historical Society as a service organization. Motion carried unanimously; Grant Writer Proposal – Motion by Trustee Bartholomew, supported by Trustee Edwards, to enter into a contract with SuccessStone Strategies for grant writing services. Motion carried 5-1. Trustee Fowler was the lone voice of dissent; Prohibition of Short-Term Rentals – Discussion was had. Motion by Trustee Bartholomew, support by Trustee Edwards, to postpone voting on the ordinance. Motion carried Unanimously; Ordinance 15-V Update – Motion by Trustee Bartholomew, support by Edwards, to amend section 15-V of the Village of Romeo’s Code of Ordinances with the suggested edits. Motion carried Unanimously; Joint Parking Task Force – Discussion was had. Trustees Bartholomew, Edwards, and Kare volunteered to serve on the Task Force. Interested members of the public can submit letters of interest to the Village President; Next Joint DDA / Village Council Meeting – The next joint meeting was scheduled for Monday, November 10, at 7:00p; PASER Rating – President Poznanski reported on the Village’s PASER rating; Downtown Trick or Treat Event – Motion by Trustee Bartholomew, support by Trustee Kare, to accept the Downtown Trick or Treat event permit. Motion carried Unanimously; Witches and Warlocks Event – Motion by Trustee Fowler, support by Trustee Bartholomew, to accept the Witches and Warlocks event permit. Motion carried Unanimously. PUBLIC COMMENTS: Comments were heard by Sharon Smith, and Marty Hutnick. ADJOURNMENT: Motion by Trustee Fowler, support by Trustee Rosso, to adjourn the meeting at 9:09 p.m. Motion carried Unanimously.
