PUBLIC NOTICE – CITY OF MEMPHIS NOTICE OF REGISTRATION FOR THE ELECTION TO BE HELD ON TUESDAY, NOVEMBER 3, 2026

TO THE QUALIFIED ELECTORS OF THE CITY OF MEMPHIS COUNTIES OF MACOMB AND ST. CLAIR, STATE OF MICHIGAN:

PLEASE TAKE NOTICE that any qualified elector of the City of Memphis who is not already registered, may register to vote at the office of the City Clerk; the office of the County Clerk; a Secretary of State branch office, or other designated state agency. Registration forms can be obtained at mi.gov/vote and mailed to the City Clerk. Voters who are already registered may update their registration at www.expressSOS.com.

LAST DAY TO REGISTER IN ANY MANNER OTHER THAN IN PERSON WITH THE LOCAL CLERK FOR THE AUGUST ELECTION IS

Macomb & St. Clair Counties: Governor & Lieutenant Governor, Secretary of State, Attorney General, United States Senator, State Senator 25th District, Representative in Congress 9th District, Representative in State Legislature 65th District, Member of State Board of Education, Regent of The University of Michigan, Trustee of Michigan State University, Governor of Wayne State University, Justice of Supreme Court, Judge of Court of Appeals, Judge of Circuit Court , Judge of Probate Court, Judge of District Court, Community College. Macomb County: County Executive, County Commissioner, Judge of Circuit Court Non-Incumbent Position, City Mayor, Council Members, Local School District Board Members.

Local Proposal for City of Memphis St. Clair and Macomb: Police Protection Millage Renewal:

For the purpose of raising funds to be used exclusively to provide police protection within the City of Memphis, located in St. Clair and Macomb counties, shall the Constitutional limitation upon the total amount of taxes which may be assessed in one year upon all taxable property located in the City be increased by up to 2.86550 mills ($2.86550 per $1,000 of taxable value) for a period of six years from, 2027 through 2032, inclusive? If approved and levied in full, this millage will raise approximately $99,192.00 in its first year which by law can only be used to provide police protection within the City.

St. Clair & Macomb County: Proposal 2026-1: A proposal to convene a constitutional convention for the purpose of drafting a general revision of the State Constitution: Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?

Proposal 2026-2: A proposed initiated law to prohibit campaign contribution from certain regulated utilities and government contracts and apply campaign finance laws and regulations to additional types of political communications:

The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications.

Macomb County Proposal 3: Macomb County Veterans’ Millage: If approved, this proposal will levy four (4) years, 2027, 2028, 2029 and 2030, 0.0690 mills by Macomb County that expires in 2026. This will continue funding the financial aid and services for Macomb County veterans and support the administration of the Macomb County Department of Veteran Affairs and Macomb County Veteran Affairs Commission. Shall the 0.0690 millage be renewed and restore the remaining 0.0017 mills that was reduced due to required rollback, for a total authorized rate of 0.0690 mills for the years 2027 through 2030, (6.9 cents per $1,000 of taxable value), be levied for four (4) years, 2027, 2028, 2029 and 2030 inclusive, by Macomb County on taxable real and personal property for the purpose of providing financial aid and services for Macomb County Veterans and to support the administration of the Macomb County Department of Veterans Affairs and Macomb County Veterans Affairs Commission? It is estimated that a levy of 0.0690 mills will raise approximately $2,877,813 in the first calendar year of the levy. For example, on a property having a residential market value of $100,000 (estimated taxable value of $50,000), 0.0690 mills would be $3.45 of levied taxa annually.

Macomb County Proposal: Public Transportation Millage: A 0.95 mill tax ($0.95 per $1,000 of taxable value) was previously approved by the voters for tax years 2022 through 2026 for the purpose of supporting the Suburban Mobility Authority for Regional Transportation (SMART) in providing a public transportation system serving older adults, persons with disabilities, and the general public of Macomb County. That millage is scheduled to expire after 2026. This proposal would authorize a new 0.94 mill tax to replace the previously approved and expiring millage. The new 0.94 mill tax for tax years 2027 through 2031, inclusive (five (5) years), is to provide funds for public transportation services serving older adults, persons with disabilities, and the general public of Macomb County. If approved, this millage rate would raise approximately $39,204,999 in the first year. Revenue from the millage shall be disbursed to SMART and to the following: the Townships of Armada, Bruce, Chesterfield, Clinton, Harrison, Lenox, Macomb, Ray, Richmond, Shelby, and Washington; the Cities of Center Line, Eastpointe, Fraser, Grosse Pointe Shores Village, Memphis, Mount Clemens, New Baltimore, Richmond, Roseville, Saint Clair Shores, Sterling Heights, Utica, and Warren; and the Villages of Armada, New Haven, and Romeo, and shall be used by those entities to accomplish the purposes of the millage. Each of the respective local units of government would receive 12.5% of the ad valorem tax collections raised by this millage from their respective jurisdictions to provide them funds for public transportation services serving older adults, persons with disabilities, and the public. For the purpose of providing funds in support of public transportation serving older adults, persons with disabilities, and the general public, shall the limitation on the amount of taxes assessed on taxable property located within Macomb County, be established at .94 mills for tax years 2027 through 2031, inclusive (five (5) years)?

Macomb County Renewal of Zoological Authority Millage in Support of the Detroit Zoo

In 2008 and 2016, pursuant to Public Act 49 of 2008, Macomb County voters renewed a 10-year property tax millage to fund zoological services through the Macomb County Zoological Authority, supporting animal care for more than 2,000 animals and 200 species, educational and senior programs, and facility maintenance at the Detroit Zoo. To continue providing these services, the Authority seeks to renew and restore the millage to the originally voter-approved rate of 0.10 mill (10 cents per $1,000 of taxable value). This proposal would renew the millage at 0.0922 mill and restore the remaining 0.0078 mill that was reduced due to required rollback, for a total authorized rate of 0.10 mill on taxable real and personal property for ten (10) years. If approved, the millage rate would be unchanged from those approved by voters in 2008 and 2016. Funds will be disbursed to the Authority and transferred to the Detroit Zoo as permitted by law. All funds are subject to annual independent audits. It is estimated that $3,845,426 will be collected in the first year. Do you approve the renewal and restoration of the levy of 0.10 mill on all taxable property in Macomb County for a period of ten (10) years, from 2028 through 2037?

A U.S. citizen who will have been a resident for 30 days and age 18 years old by November 3, 2026, may register to vote. The deadline for absentee ballot via First Class Mail is 4:00 p.m. Friday, October 30, 2026.
