Pres. Coenen called meeting to order at 7:00 PM. Pledge of Allegiance recited. Council members present at roll call: Coenen, Clark, Stirrett, Adair, Barzyk, Shall, and Boelke. Also present: Clerk Poulos, Treasurer Porter, Heather Jaracz, Bryon Jaracz, Stacy Sobotka, and Kevin Grand.
COUNCIL ACTION: Unanimously approved Agenda as amended: Added Approve Biosolids Contract For Waste Water Treatment Plant as New Business Agenda Item C. Heard and Received: Verbal reports from the Sewer and Water Commissioners and Treasurer Porter. Approved the Consent Agenda as presented: RCM Minutes of 9/14/26 approved as presented; Payment of Bills totaling $37,890.34 as presented; to approve the Special Event Permit Application from the Armada Area Schools on 10/02/26 between the hours of 4:00 pm and 4:30 pm for the Homecoming Parade; to approve the Special Event Permit Application for the Knights of Columbus on 10/09/26 – 10/11/26 between the hours of 8:00 am and 6:00 pm for a Four Corner Fund Raiser. Unanimously approved: to accept the quote from Szczesny Floor Covering to remove the old flooring and replace with vinyl plank flooring in the Police Department area, the Conference Room area, and the Village Office area including the Treasurer and President’s offices for a cost of $13,340.00 and allow the Clerk to sign on behalf of the Village; to approve amended 3-year contract agreement with F & V Operations and Resource Management, Inc. and allow the Village President and Clerk to sign on behalf of the Village; to approve contract with BioTech Agronomics, Inc. for the period of 7/1/26 through 6/30/31and allow the Sewer Commissioner to sign on behalf of the Village of Armada..
