SYNOPSIS OF UNOFFICIAL MINUTES FOR

RCM 4/22/19

Pres. Pro-Tem Coenen called meeting to order at 7:02 PM. Pledge of Allegiance recited. Council members present at roll call: Ballard, Clark, Sledz, Boelke, Shall, and Coenen. Absent: Wolak. Also present: Clerk Poulos, Treasurer Adair, Scott Reece, Dennis LeMieux, Ed Serwatowski, Doug Skylis, and Kevin Grand.

COUNCIL ACTION: Unanimously approved Agenda as presented. Heard and/or received the March, 2019, F & V Report; the Treasurer’s report for March, 2019; a Commission Report from Trustee Boelke, Sewer Commissioner Clark, Police Commissioner Sledz, and Park Commissioner Shall. Unanimously Approved the Consent Agenda as presented: RCM Minutes of 4/8/19 approved as presented; Payment of Bills totaling $5,290.74 as presented. Heard an update from Street Administrator Ballard regarding the West Main Street Project. Unanimously approved: to appoint Steve Nikkel to the Construction Board of Appeals to a term ending April 27, 2020, subject to the appointee meeting the qualifications set forth in Section 62.7 of the General Law Village Act, Act 3 of 1895; to appoint Robin Caruss to the Construction Board of Appeals to a term ending April 27, 2020, subject to the appointee meeting the qualifications set forth in Section 62.7 of the General Law Village Act, Act 3 of 1895; to appoint Lyle Ballard to the Construction Board of Appeals to a term ending April 27, 2020, subject to the appointee meeting the qualifications set forth in Section 62.7 of the General Law Village Act, Act 3 of 1895; to send an Invitation for Bid to a reasonable number of local contractors for installation of new siding on Well House #6, to open bids received at the May 13, 2019, Regular Council Meeting, and to announce award of the project to the lowest qualified bidder in an amount not to exceed $7,500.00; to approve the proposal from Village Engineer, Rowe Professional Services Company, to conduct a Water Reliability Analysis for an amount not to exceed $22,000.00; to approve the quote from D & E Landscaping and grading Inc. for ADA curb and gutter reconstruction at the intersection of Hollweg and Franklin Streets for an amount not to exceed $2,400.00; to appoint Dennis LeMieux as an alternative Building Inspector for the Village of Armada effective after the Village appoints a new Building Inspector; to authorize the Clerk to advertise for the Building Inspector position in the Record and on the Village website; to designate October 11 and 12, 2019, as the official dates for the Village of Armada Sesquicentennial observance and allow Sesquicentennial Event Coordinator Boelke to conduct detailed planning with Village Administrators and Trustees and comprehensive coordination with other organizations and entities regarding theme-based Sesquicentennial events. Sesquicentennial Event Coordinator Boelke will provide monthly updates on progress to Council and bi-monthly updates beginning mid-August 2019; to set the starting wage for the new Department of Public Works employee at $18.00/hour with a $1.00/hour raise after a six month probationary period with a favorable performance review. Unanimously approved to adjourn the meeting at 8:03 p.m. A Complete text of minutes is available for public inspection at the Clerk’s office during regular business hours.
