SYNOPSIS OF UNOFFICIAL MINUTES FOR
RCM 11/25/19
Pres. Wolak called meeting to order at 7:00 PM. Pledge of Allegiance recited. Council members present at roll call: Ballard, Clark, Coenen, Sledz, Boelke, Shall, and Wolak. Also present: Clerk Poulos, Treasurer Adair, Jeff Bahorski, Matt Carstens, Kevin Grand, Mary Swiacki, Stephanie Burgess, and Stacy Sobotka.
COUNCIL ACTION: Unanimously approved Agenda as presented. Heard a presentation from Stephanie Burgess, Program Manager Community Development for Macomb Community Action, outlining Macomb County Housing Programs and Services. Heard/Received: the F & V and Code Enforcement Reports for September, 2019: a memo from the Clerk and another from Business Liaison Boelke regarding the Village’s website; Police Commissioner Sledz informed Council that the Police Department received its photo collage of officers which was taken by Taylor Marie Photography free of charge; ZBA meeting minutes of 4/18/19 and a brief report from Water Commissioner Boelke. Unanimously approved the Consent Agenda as presented: RCM Minutes of 11/11/19 approved as presented; Payment of Bills totaling $22,486.25 as presented. Heard an update from Street Administrator Ballard. Unanimously approved: an Engagement Letter from Bendzinski & Co. and to allow the Treasurer to sign on behalf of the Village; to confirm the President’s annual appointment of the following officials for a one year period, expiring on November 23, 2020: Building Inspector – Gary Mourtos, Electrical Inspector – Tim Dillon, Mechanical/plumbing Inspector – George Carl Ryan, Freedom of Information Coordinator – Michelle Poulos; Code Enforcement – Tom Urban; to adopt the resolution designating Lyle Ballard as the single Street Administrator for the Village of Armada in all transactions with the State Transportation Department as provided in ss 13 of Public Act 51 or 1951 (MCL 247.663); to appoint Michael Shall as Park Commissioner for the Village of Armada, to a term ending November 23, 2020; to appoint Chris Sledz as Police Commissioner for the Village of Armada, to a term ending November 23, 2020; to appoint Stephen Clark as Sewer Commissioner for the Village of Armada, to a term ending November 23, 2020 ; to appoint Ross Boelke as Water Commissioner for the Village of Armada to a term ending November 23, 2020, ; to appoint David Coenen as President Pro-Tem for the Village of Armada, to a term ending November 23, 2020; to approve Resolution No. 01-2019 authorizing non-motorized transportation improvements. Police Chief Michael Patrick presented K-9
Atos with a retirement badge as he will be retiring from the Village of Armada Police Department due to health issues. Numerous K-9 Officers and their handlers and several other people attended the ceremony.
