UNOFFICIAL MINUTES FOR
RCM JANUARY 13, 2020
Pres. Wolak called meeting to order at 7:00 PM. Pledge of Allegiance recited. Council members present at roll call: Clark, Coenen, Wolak, Ballard, Sledz, and Boelke. Absent: Shall. Also present: Clerk Poulos, Treasurer Adair, Attorney Jeffrey Bahorski, Sandy Hoxie, Kevin Grand, Rachel Fletcher and Matt Fletcher from Care House, Jeff Diederich from Samaritan House, Camille Finley, and Fire Chief Chris Krotche.
COUNCIL ACTION: Unanimously approved Agenda as presented. Heard and Received: The Treasurers Report for November, 2019, a report from the Water Commissioner; the Planning Commissions 2019 Year in Review, 2020 Agenda and meeting minutes from 11/4/19. Approved the Consent Agenda as presented: RCM Minutes of 12/16/19 approved as presented; Payment of Bills totaling $54,410.71 as presented; to set a public hearing on the proposed ordinance amending Title I, Chapter 7 of the Village Code of Ordinances to implement new rules and procedures for the purchase and disposition of property, goods and services for Monday, February 10, 2020 at 7:00 p.m. and authorize the Armada Clerk to publish notice of the public hearing in the official Village newspaper. Heard reports from the Sewer Commissioner and the Street Administrator. Unanimously approved: to open the Public Hearing to approve the F/Y 2020/2021 CDBG Program at 7:08 p.m.; Heard from Sandy Hoxie regarding PAL’s request; from Jeff Diederich from Samaritan House, and Rachel from Care House regarding their services; to close the Public Hearing at 7:16 p.m.; to approve the fiscal year 2020/2021 CDBG Program based upon an entitlement of $10,000.00 and allocate as follows: Capital Project – Senior Minor Home Repair Program $7,500.00; Program Services – MCREST $200.00, Armada PAL $1,400.00, Samaritan House $200.00, Care House $400.00, and CHORE Program $300.00 for a total of $10,000.00; to approve the 2020 membership renewal with the Michigan Municipal League for the period of February 1, 2020 through January 31, 2021, in the amount of $1,304.00; to appoint David Coenen as member ex-officio to the Village of Armada Planning Commission; to set a committee of Lyle Ballard, Steve Clark, and Ross Boelke to discuss, plan, and prepare for the retirement of DPW Supervisor Serwatowski. The Committee will be required to report back to Council on their progress monthly; to approve the proposed fiscal year 2020/2021 budget for the Downtown Development Authority Fund. Unanimously approved to adjourn the meeting at 7:33 p.m. A Complete text of minutes is available for public inspection at the Clerk’s office during regular business hours.
