COUNCIL ACTION: Unanimously approved Agenda as presented. Received the February, 2020, F & V Report and the Treasurer’s report for February, 2020. Unanimously Approved the Consent Agenda as presented: RCM Minutes of 3/9/20 approved as presented; Payment of Bills totaling $143,030.34 as presented, to approve the banking/depository facilities of Fifth Third Bank, Lakestone Bank and Trust, and Bank of New York Mellon for Village of Armada deposits, drafts, transfers, wires and/or investments; to accept the Village President’s submittal of the Treasurer’s annual Investment Policy for Fiscal Year 2020/2021; to set the Administration Fees for the Village accounts as follows: Local Street Fund $2,600.00, Major Street Fund $2,600.00, Water Fund $12,500.00, Sewer Fund $12,500.00, STI 10,000.00; to adopt the attached resolutions approving the new water and sewer rates; to accept the recommendation by Treasurer Adair to propose the 2020 tax millage rate at the maximum allowable levy as permanently reduced by MCL 211.34d and authorized under Truth in Taxation, MCL.21124e, with full understanding that these requested tax levy rates will be reduced, if necessary, to comply with the state constitutional (Article 9 Section 31) MCL Sections 211.24e and 211.34. The following rates shall be proposed: General Fund 9.0461 mills, Municipal Streets Fund 3.6182 mills, PA 33 2.5000 mills for a total proposed millage rate of 15.1643 mills; to grant the request made by employee Edward Serwatowski pursuant to Article IV of the employee agreement for payment of personal/sick time in the amount of $1,413.65; to comply with Public Act 152 of 2011 by continuing the 80/20 option for the Village’s contribution to the cost of employee health insurance effective beginning February 1, 2020; to establish the compensation for the Clerk of the Village of Armada in the amount of $28,111.65 annually effective April 1, 2020; to establish the compensation for the Treasurer of the Village of Armada in the amount of $40,162.50 annually effective April 1, 2020; to extend the State of Emergency declaration executed by Village President Marvin Wolak on March 16, 2020, until June 16, 2020, or until cancelled by the Village President after consultation with the Macomb County Emergency Management Coordinator. Unanimously approved: to enter into Public Hearing at 7:04 pm; to exit Public Hearing at 7:07 pm; to adopt the ordinance establishing the compensation to be received by the President and Trustees at $325.00 per meeting and $225.00 per meeting, respectively; to enter into the Budget Public Hearing at 7:09 p.m.; to exit the Budget Public Hearing at 7:10 p.m.; Approved to adopt the fiscal year 2020/2021 budgets for the following funds as presented pending approval of the PA 33 resolution at the next Regular Council Meeting: General Fund with a projected surplus at year-end of $452,563.61, Municipal Street Fund with a projected surplus at year-end of $298,395.58, Major Street Fund with a projected surplus at year-end of $41,509.25, Local Street Fund with a projected surplus at year-end of $6,367.57, Water Fund with a projected surplus at year-end of $259,828.03, Sewer Fund with a projected surplus at year-end of $103,381.51, Salvage Title with a projected surplus at year-end of $391,686.60.
