COUNCIL ACTION: Unanimously approved Agenda as presented. Heard/Received: Received the F & V Report, Treasurer’s Report, and Code Enforcement Report for May, 2020; heard several reports from Water Commissioner Boelke. Approved the Consent Agenda as presented: RCM Minutes of 6/8/20 approved as presented; Payment of Bills totaling $30,925.12 as presented. Unanimously approved: to enter into Public Hearing for discussion on amendments to Chapter 21 of the Code of Ordinances, Village Water Utility at 7:18 p.m.; to exit Public Hearing at 7:26 p.m.; to adopt the ordinance amending Title II, Chapter 21 of the Village Code of Ordinance, entitled “Village Water Utility,” to incorporate water supply cross-connection rules promulgated and required by the Michigan Department of Environment, Great Lakes, and Energy, as amended; to adopt the Village of Armada Cross Connection Control Plan (CCCP) in order to bring us into compliance with Michigan State Statute and the Michigan Department of Environment, Great Lakes, and Energy (EGLE) guidance; that the Village Council, in support of Village businesses suffering in the wake of the COVID-19 restrictions, waive and/or suspend all current requirements for sidewalk sales for the 2020 season through October 31, 2020. In place of current policies and procedures, before opening businesses contemplating prospective sidewalk sales will: 1. Submit a one-time permit including an insurance waiver to the Village Clerk for approval. Permit will include full contact information for the principal responsible business person. 2. Only engage in activities approved for current established business. 3. Ensure they strictly follow applicable local zoning ordinance restrictions and comply with adjustments made to the activity by the Code Enforcer, Police Department, or other Village official subject to the activity being shut down by Village authority; to allow the Clerk to sign the Municipal Credit and Community Credit Contract to distribute the FY 2021 Municipal Credit Funds totaling $1,710.00 and the Community Credit Funds totaling $4,144.00 directly to Richmond/Lenox EMS; to adopt the resolution to adopt the Macomb County Hazard Mitigation Plan for 2020 to 2025 as presented; to rescind the June 8, 2020, Motion by Ballard and supported by Clark setting Municipal Street rate at 3.5924; to approve the millage rate to be levied by the Treasurer for tax year 2020 for operating the Municipal Street Fund by levied at the reduced rate of 3.5923 mills in compliance with the Headlee 2020 reduction factor of 0.9929 Section MCL211.34d. Heard a brief report from Sewer Commissioner Clark and Street Administrator Ballard.
