PUBLIC NOTICE – MEETING SUMMARY – CHARTER TOWNSHIP OF OAKLAND BOARD OF TRUSTEES REGULAR MEETING JULY 14, 2020

A regular meeting of the Charter Township of Oakland Board of Trustees was called to order on Tuesday, July 14, 2020 at 7:00 PM via video conference GoToMeeting.

PRESENT: Michael Bailey, Supervisor; Jeanne Langlois, Treasurer; Robin Buxar, Trustee; Frank Ferriolo, Trustee; John Giannangeli, Trustee; Lana Mangiapane, Trustee

ABSENT: Karen Reilly, Clerk

THE FOLLOWING MOTIONS WERE MADE AND PASSED:

1. To approve the agenda as amended.

2. To approve the Consent Agenda as read.

3. To approve the agreement for CARES Act distribution between Oakland County and The Charter Township of Oakland and authorize the Township Manager to sign.

4. To approve the Charter Township of Oakland, County of Oakland, state of Michigan Township Board of Trustees CARES Act Distribution Resolution.

5. To approve to opt out of the mandates of Public Act 152 for the benefit year commencing on 09/01/2020.

6. To approve Corporate Benefit Solutions recommendations for benefits and authorize the Township Manage to negotiate with the IAFF labor union and to include the optional other 3 services that were offered in addition to the base recommendations that were proposed.

7. To move to direct the Township Manager to work with the Engineers to gather additional information including the Waste Water Treatment Plant and the traffic study and postpone this agenda item.

8. To approve the ballot renewal for the Historic District Commission Operating Millage for the November 2020 Election. The ballot working should read as follows:

Renewal of Historic District Commission Operating Millage:

Shall the Charter Township of Oakland be authorized to renew a levy of up to .1096 for a period of ten (10) years, starting with the December 2022 levy, for the purpose of continuing to fund historic preservation, education, restoration, acquisition, and maintenance within the Charter Township of Oakland? As part of this purpose, this millage includes funding for the development and maintenance of the Cranberry Lake Farm Historic District, a site listed as a Community Historic Center on the National Register of Historic Places.

Approval of this proposal would renew the previously authorized tax limitation increase of approximately .11 cents per $1,000 of taxable value on all taxable property in the township, or $10.96 per year on a home with a taxable value of $100,000. Revenue from the levy renewal shall be disbursed to the Charter Township of Oakland. Based upon the projected 2022 Township wide taxable value, it is estimated that this proposal would result authorization to collect up to $176,888.10 of revenue in the first year (2022) if this millage renewal is authorized and levied.

Also, approve and authorize the Township Clerk to certify and file the same.

9. To approve the purchase of 5 sets of turnout gear from Apollo Fire Equipment per the attached quote in the sum of $11,998,80 from account # 206.901.980.342.

10. To approve the Resolution beginning on page 360 of the Township BOT Meeting packet for July 14, 2020, authorizing the prepayment of the Township portion of the OMID bond in the amount of $863,888.42.

11. To approve budget amendments #1 – #12 from the Budget Amendment Memo dated 06/17/2020. The net result of these amendments is a $32,900 increase to the projected fund balance for the General Fund and no change to the Fire Fund Balance.

12. To approve budget amendments #1 – # 18 from the Budget Amendment Memo dated 07/09/2020. The net result of these amendments is no change to the Parks and Recreation Fund Balance and no change to the Land Preservation Fund Balance.

13. To cancel the regularly scheduled July 28, 2020 Board of Trustee meeting.

14. To adjourn the meeting at¬¬¬ 8:58 PM.
