PUBLIC NOTICE- VILLAGE OF ARMADA SYNOPSIS OF UNOFFICIAL MINUTES FOR RCM 7/13/20

Pres. Wolak called meeting to order at 7:00 PM. Pledge of Allegiance recited. Council members present at roll call: Clark, Coenen, Wolak, Ballard, Shall, Sledz, and Boelke. Also present: Clerk Poulos, Treasurer Adair, Jeff Bahorski, Becky Henderson, Fire Chief Chris Krotche, John Keasey, and Jim McIntyre.

COUNCIL ACTION: Unanimously approved Agenda as amended: added To Consider Participation in the First Responder Hazard Pay and Public Safety and Public Health Payroll Reimbursement Programs as New Business Item E and rearranged Agenda Items to allow the Fire Chief and representatives from McIntyre’s Soft Water Service to leave after their Agenda Items were discussed. Administrative Reports Heard/Received: A verbal Liaison Report from the Clerk stating that the Village received a .88 experience modification factor rating from Workers Compensation, the optimum rating is 1.0 or below. This rating determines the Village’s rates and the lower the rating, the better the rate; a brief report from Trustee Boelke; the Planning Commission Meeting Minutes of 3-2-20. Approved the Consent Agenda as presented: RCM Minutes of 6/22/20 approved as presented; Payment of Bills totaling $45,202.07 as presented; to approve the application from the Armada High School for a Special Event Permit on September 25, 2020, for the Homecoming Parade. Unanimously approved: to amend the Village’s resolution for water rate fee and charges resolution for water utility service to incorporate an emergency water use rate of $.01283320038 per gallon with a minimum commodity charge per use of $64.17 based on a minimum of 5,000 gallons of usage. No other base charges or surcharges are allowed; to give the Clerk authority to advertise for one full time department of Public Works employee and one part time Department of Public Works employee until positions are filled; to authorize the Village President to sign and file the application required to secure reimbursement of hazard pay to eligible police personnel through the First Responder Hazard Pay Program and approve an amendment to the fiscal year 2020/2021 budget to reflect the payment of the hazard pay and reimbursement through the First Responder Hazard Pay Program; to authorize the Village President to sign and file the applications required to secure reimbursement of eligible police payroll expenditures incurred during the months of April, May, June, and July, 2020 through the Public Health Payroll Reimbursement Program. Approved: that the Village of Armada is to commit to the future purchase of G2 media in the amount of 400 cubic feet. Discussed at length the sidewalk café ordinance, sidewalk sales and Special Event Policies. Business Liaison Boelke will bring concerns from the Chamber of Commerce and Business Association back to Council for discussion and possible inclusion to the existing policies. Old Business Heard/Received: A brief update from the Sewer and Water Commissioners. Unanimously approved to adjourn the meeting at 8:54 p.m. A Complete text of minutes is available for public inspection at the Clerk’s office during regular business hours.
