A regular meeting of the Charter Township of Oakland Board of Trustees was called to order on Tuesday, July 12, 2022 at 7:03 PM in the Township Hall, 4393 Collins Rd, Rochester, MI.
PRESENT: Dominic Abbate, Supervisor; Robin Buxar, Clerk; John Giannangeli, Treasurer; Jack Elder, Trustee; Dave Mabry, Trustee; Lana Mangiapane, Trustee; Andy Zale, Trustee
ABSENT: None
THE FOLLOWING MOTIONS WERE MADE AND PASSED:
1. To approve the agenda as presented
2. To amend the agenda.
3. To remove under Pending Business – Item #1) Police Millage Approval. Then move Item #7) PEA Engineering Proposal for Replacement of Culvert at Stony Creek Trail Crossing up to item #1.
4. To approve the agenda as amended.
5. To approve the Consent Agenda as read.
6. To approve the contract with PEA Engineering, contract OA09-018-PR, for the Fox Nature Preserve culvert topographic survey, engineering, ecological and EGLE permit assistance services, to be billed on an hourly basis, for a total cost not-to-exceed $11,800 in the 2022 budget year, and with the understanding that bidding-contract administration, construction administration, staking and inspection services, proposed to be billed on an hourly basis for a total cost not-to-exceed $3,900, would need to be approved for the 2023 budget year. With the understanding that PEA would come back to present the different options/recommendations available for the repair/replacement. The Township Manager is authorized to sign and the funds will come from the Land Preservation Fund.
7. To approve Resolution 22-12 for renewal of the Charter Township of Oakland police millage with the estimated amounts determined by the Township administration which constitutes a renewal of the existing police millage to be placed on the November 8, 2022 ballot and authorize the Clerk to sign.
8. To approve the May 18, 2022, Fox Nature Preserve Proposed Trail Map for the initial access phase shown as the yellow route, with the trails mowed no wider than 10’ and the entrance to the parking area shall be aligned directly across from the driveway at 1650 W. Predmore Road, the length of the parking area entry drive shall be reduced to 50 feet and if necessary, natural screening shall be installed to buffer 750 Kline Road from the parking area.
9. To approve the Pathway Easement for access of Lake Orion Community School’s property with any minor changes proposed by the Township Attorney and approved by the Township Manager.
10. To approve the design for the Fox Nature Preserve temporary Predmore Road entrance sign.
11. To approve an increase in the 2022 Land Preservation Budget line item 213-000- 540.000 for State Grants in the amount of $301,911.
12. To award the contract for 2022 Asbestos Abatement at 1401 Lake George Road to Qualified Abatement Services, Inc. at a cost not to exceed $13,730 as reflected on their bid dated June 10, 2022.
13. To adjourn the meeting at 8:19 PM.
