Pres. Wolak called meeting to order at 7:00 PM. Pledge of Allegiance recited. Council members present at roll call: Ballard, Shall, Clark, Coenen, Boelke, Wolak, Sledz. Also present: Clerk Poulos, Jeff Bahorski, Amy Delia, Curtis McBride, Stacy Sobotka, Ron Allen, Sue Howard, Kevin Grand, Doug Hartline, and Richard Maierle.
COUNCIL ACTION: Unanimously approved Agenda as presented. Heard and/or received a DPW Report for September, 2022, F & V Report for August, 2022, verbal reports from Street Administrator Sledz, Water Commissioner Boelke, Planning Commission Liaison Shall, and Clerk Poulos who informed Council that one bid had been received for a fire hydrant and that bids will be accepted until October 10 and opened at the meeting that night. Unanimously Approved the Consent Agenda as presented: RCM Minutes of 09/12/22 approved as presented; Payment of Bills totaling $42,688.44 as presented; to approve the Special Event Permit Application from the Armada Knights of Columbus on 10/8/22 and 10/9/22 between 7:00 am and 6:00 pm for a Four Corner Fundraiser (Coenen abstains from approval of minutes). Unanimously Approved: to adopt the Proclamation declaring the Village of Armada a Purple Heart Community and to allow the Clerk to purchase signage to designate this; to allow the Treasurer to open a separate bank account with 5/3 Third Bank for SRF Bond Redemption purposes and to designate the President, Treasurer, Clerk and Pro-Tem as authorized signors; to accept the Audit for Fiscal Year ending March 31, 2022, and to place on file; to accept the Single Audit for Fiscal Year ending March 31, 2022, and to place on file; to approve the quote from Teltow Contracting Quote number Q-2022-9-3 date September 7, 2022, to replace a four foot procast cone, using existing lid, for a not to exceed amount of $12,395.00; to purchase fourteen (14) Armor Express 2 vests at a unit cost of $755.00/vest and a total cost of $10,750.00 from On Duty Gear; that the Village approve the quote for geotechnical pavement investigation from G2 Consulting Group, LLC., of Troy Michigan, through Fleis & Vandenbrink Engineering, Grand Blanc, MI at the proposal price of $7,200.00 with a total not to exceed cost of $8,200.00; that the Village approve the quote for proposal for public infrastructure mapping and GIS assistance from Fleis & Vandenbrink Engineering, Grand Blanc, MI, at the proposal price of $7,000.00 with a total not to exceed cost of $8,000.00.
