PUBLIC NOTICE – MEETING SUMMARY CHARTER TOWNSHIP OF OAKLAND BOARD OF TRUSTEES REGULAR MEETING NOVEMBER 15, 2022


A regular meeting of the Charter Township of Oakland Board of Trustees was called to order on Tuesday, November 15, 2022 at 7:00 PM in the Township Hall, 4393 Collins Rd, Rochester, MI.

PRESENT: Dominic Abbate, Supervisor; Robin Buxar, Clerk; John Giannangeli, Treasurer; Jack Elder, Trustee; Dave Mabry, Trustee; Lana Mangiapane, Trustee; Andy Zale, Trustee

ABSENT: None

THE FOLLOWING MOTIONS WERE MADE AND PASSED:

1. To approve the agenda as amended.

2. To approve the Consent Agenda as amended.

3. To approve the invoice for $36,352 to Advanced Lighting and Sound, quote #17525, dated August 5, 2022.

4. To utilize PEG funds we have currently and direct the manager to look into using as much PEG fund money as possible and then anything over that can go to misc. equipment.

5. To approve the SMART FY23 Municipal Credit and Community Credit contract in the amount of $18,782 to go to the Older Person’s Commission and authorize the Clerk to sign.

6. To pay the Hart InterCivic Invoice #090579 for the term listed for the maintenance service renewal in the amount of $11,834.

7. To approve budget amendments #1 – #2 from the Budget Amendment Memo dated 11/15/2022. The net result of these amendments is a $72,100 decrease to the Township General Fund balance.

8. To approve budget amendment #11 from the Budget Amendment Memo dated 11/15/2022. The net result of this amendment is a $700,000 decrease to the Township General Deferred Revenue Fund balance.

9. To approve the October 13, 2022 service agreement with Michigan Natural Feature Inventory at Michigan State University to develop a management plan for Fox Nature Preserve according to the agreement Statement of Work during the project period starting January 1, 2023 and concluding December 31, 2023, at a cost not-to-exceed $28,149.67.

10. To hire Hansen Wheel and Wagon to complete a full restoration of the Big Red Logging Wheels to be funded from budget year 2022 and 2023, with funds from HDC Operating Capital Improvement account “Threatened Township Structures” #270-901-975.020 and in addition to utilize the generous donation of the Oakland Township Historical Society of $10,045. With this approval we would authorize the Township Manager Kline to sign the contract for the work.

11. To approve Resolution No. 22-16 to financially commit to the paving of a section of Silverbell Road and Gallagher Road and authorize the Clerk to sign with the removal of the redundant statement of “50% of preliminary engineering costs in the second “Be It Further Resolved” paragraph.

12. To accept the written resignation of the Township Supervisor, Dominic Abbate, effective November 30, 2022.

13. To adjourn the meeting at 8:55 PM.
