COUNCIL ACTION: Unanimously approved Agenda as presented. Heard and/or received: The Planning Commission meeting minutes from 01/04/23, Code Enforcement Report and Police Action Report from January, 2023; and a Verbal Report from the Water Commissioner. Approved the Consent Agenda as presented: RCM Minutes of 01/23/23 approved as presented; Payment of Bills totaling $118,562.22 as presented; to approve the proposed fiscal year 2023/2024 budget for the Downtown Development Authority Fund; to set the Public Hearing date for approval of the 2023/2024 Fiscal Year Budget for March 27, 2023, at 7:00 pm; to approve the MML Liability and Property Pool renewal for the 2023-2024 term for a cost not to exceed $45,418.003. Unanimously approved: to open the Public Hearing to approve the F/Y 2023/2024 CDBG Program at 7:12 pm; to close the Public Hearing at 7:19 pm; to approve the Fiscal Year 2023/2024 CDBG Program as follows: MCREST $477.00, Samaritan House $500.00; Armada PAL $1,375.00 and Interfaith Volunteer Caregivers $148.00; to adopt the Resolution Calling Annual Public Hearing on Special Assessment Roll for Armada Village Police Special Assessment District on March 13, 2023, at 7:00 pm; to allow the Treasurer to attend the MMTA Basic Institute from April 23 – 28, 2023, at a cost not to exceed $599.00, to allow for lodging for a cost not to exceed $600.00, and to reimburse for mileage; to grant Becky Henderson an out of class premium for services performed outside the scope of her regular duties rendered between November 2022, and January, 2023, in the absence of the Treasurer in an amount of $2,000.00; to enter into Executive Session at 7:36 p.m. after a 5 minute recess (to discuss Employee Agreements); Resumed Regular Meeting at 8:06 pm; to approve employment agreement between the Village of Armada and Kurt VanRyckegham and to authorize the President and Clerk to sign on behalf of the Village. Motion Made and Failed: to grant Becky Henderson an out of class premium for services performed outside the scope of her regular duties rendered between November 2022, and January, 2023, in the absence of the Treasurer in an amount of $2,250.00.
