PUBLIC NOTICE – VILLAGE OF ARMADA SYNOPSIS OF UNOFFICIAL MINUTES FOR RCM 1/22/24

Pres. Coenen called meeting to order at 7:00 PM. Pledge of Allegiance recited. Council members present at roll call: Ballard, Coenen, Clark, Boelke, Adair, Sledz. Absent: Shall Also present: Clerk Poulos, Treasurer Porter, Chief Richard Maierle, Kevin Grand, Shawn Wylin, Carolyn Sweeney, Karen Miciuda, Amy Barzyk, and Sheila McCann.

COUNCIL ACTION: Unanimously approved Agenda as presented. Heard and/or received a DPW Report for January, 2024, the Police Action Report for January, 2024, the Planning Commission meeting dates for 2024, verbal reports from Water Commissioner Boelke, Sewer Commissioner Clark, and Street Administrator Sledz. Unanimously Approved the Consent Agenda as presented: RCM Minutes of 1/8/24 approved as presented; Payment of Bills totaling $28,821.66 as presented; the application from the Armada Area Chamber of Commerce for a Special Event Permit on February 10, 2024, for the Armada Ice Breaker Event. Unanimously Approved: to open the Public Hearing to approve the F/Y 2024/2025 CDBG Program at 7:15 p.m.; to close the Public Hearing at 7:20 p.m.; to approve the fiscal year 2024/2025 CDBG Program as follows: Program Services – MCREST $576.00, Samaritan House $576.00, Armada PAL $1,200.00, and Interfaith Volunteer Caregivers $148.00 for a total of $2,500.00; to approve the purchase of one mobile car radio for $3,500.00, the purchase of four in car cameras from St. Clair Shores for $400.00, and installation of the radio and cameras by Spectrum Wireless for $900.00. Total cost to be expensed from the Police General Fund in this budget year is $4,800.00; to approve the attached budget amendment as presented which brings the total estimated fund balance for the General Fund from $714,251.17 to $708,523.17 to allow for the purchase and installation of four in car cameras, 1 in car radio and to cover the over budget amount; to approve the proposed fiscal year 2024/2025 budget for the Downtown Development Authority Fund; to adopt the resolution opposing Michigan House Bills 5088-5093 and Michigan Senate Bills 549-554. Unanimously approved to adjourn the meeting at 7:52 p.m. A Complete text of minutes is available for public inspection at the Clerk’s office during regular business hours.
