PUBLIC NOTICE – MEETING SUMMARY CHARTER TOWNSHIP OF OAKLAND BOARD OF TRUSTEES REGULAR MEETING MARCH 26, 2024

A regular meeting of the Charter Township of Oakland Board of Trustees was called to order on Tuesday, March 26, 2024 at 7:15 PM in the Township Hall, 4393 Collins Rd, Rochester, MI.

PRESENT: Robin Buxar, Supervisor; Dave Mabry, Clerk; John Giannangeli, Treasurer; Jack Elder, Trustee; Jeanne Langlois, Trustee; Lana Mangiapane, Trustee; Andy Zale, Trustee

ABSENT: None

THE FOLLOWING MOTIONS WERE MADE AND PASSED:

1. To approve the agenda as amended.

2. To approve the Consent Agenda as read.

3. To approve the Charter Township of Oakland to enter into the Dust Control Program for 2024 with the Road Commission of Oakland County for the proposed blanket program of 5 applications in the amount of $75,795.20

4. To approve a 3% base wage increase for all non-bargaining unit township employees who are full time or regular part-time employees. To be eligible your current performance review must have an overall favorable rating of 3% or higher and have started prior to January 1, 2024. In addition, create a progression pool in the amount of 3% of annual wages, which will be established for all non-bargaining unit township employees who are full time or regular part-time employees. The progression pool will be by departments and the department progression pool will be distributed by their respective departmental managers, defined as the Clerk, the Treasurer, and the Building Department Director. The Parks and Recreation Director, with the Parks Board approval, will determine the distribution of the progression pool for the parks and the land preservation, which can be combined. All of the departmental progression pools will be distributed by the township managers. For seasonal employees, the hourly rate will be established by their hiring manager, but must be within the wage band for their position. In addition, the wage salary classification schedule for non-union employees dated March 25, 2024, will be increased by 3% effective April 1, 2024. This will include the minimum as well as the maximum ranges. It will, however, exclude paid-on-calls, township elected officials and commissions. This motion excludes bargaining unit employees, which have their own progression schedule. All the progression distributions will be reviewed/approved by the acting township managers before they are applied.

5. To approve the 2024-2027 Fire Dispatch Service Agreement Between County of Oakland and The Charter Township of Oakland and authorize the supervisor to sign and include a budget amendment to increase acct #206-343-805.000 by $18,000 with a corresponding decrease in general fund balance to reflect the additional cost of the 9 months in the current fiscal year.

6. To approve the establishment of a Fox Nature Preserve Natural Areas Stewardship Advisory Committee composed of two representatives from the Board of Trustees, two representatives from the Parks and Recreation Commission, and two park neighbors, with the goal of building consensus around natural areas management actions for the near future. The two Board of Trustees representatives shall be Clerk Mabry and Trustee Elder.

7. To appoint Joseph Merucci as Township Manager contingent on a successful contract negotiation and direct the township attorney to enter into negotiations with Joseph Merucci and bring the contract to the Board of Trustees for their approval.

8. To go into closed session at 9:41 PM to discuss a confidential legal opinion regarding jurisdiction for regulatory authority, pursuant to MCL 15.268(1)(h) and MCL 15.243(1)(g).

9. To appoint Clerk Mabry as temporary Chairperson in the absence of Supervisor Buxar.

10. To adjourn the meeting at 10:15 PM.
