Pres. Coenen called meeting to order at 7:00 PM. Pledge of Allegiance recited. Council members present at roll call: Coenen, Clark, Barzyk, Boelke, Adair, Stirrett, and Shall. Also present: Clerk Poulos, Jeffery Bahorski, Stacy Sobotka, Kevin Grand, Catherine Winn, Bob Richter, and Marcial L. Hollins.
COUNCIL ACTION: Unanimously approved Agenda as presented. Heard and Received: Treasurer’s Report for October, 2025; Code Enforcement and DPW Report for October, 2025, were not received; Written Report Water Commissioner who verbally read aloud. Approved the Consent Agenda as presented: RCM Minutes of 10/27/25 approved as presented; Payment of Bills totaling $101,235.43 as presented; to close the Village Office on Friday, December 26, 2025 and Friday, January 2, 2026. Unanimously approved: to enter into Public Hearing at 7:14 p.m.; to exit Public Hearing at 7:24 p.m.; to postpone consideration of the ordinance granting a franchise to SEMCO Energy Gas Company to lay, maintain, and operate gas mains, pipes and services on, along, across, and under the public highways, streets, alleys, bridges, waterways, and other public places within the Village of Armada for a period of thirty (30) years to the December 8, 2025 regular meeting; to approve the easement agreement with Macomb County for Village activities within the Macomb Orchard Trail right of way and to allow the Village Council President and Clerk to sign of behalf of the Village.
