PUBLIC NOTICE – SYNOPSIS VILLAGE OF ROMEO REGULAR BOARD MEETING NOVEMBER 17, 2025

PLACE: 361 Morton Street Romeo, MI 48065, South Building Meeting Room

TIME: 7:00 P.M.

Regular Meeting was opened at 7:00 p.m. Pledge of Allegiance was recited. Roll call was taken – Trustees Fowler and Parker had excused absences. APPROVAL OF AGENDA: Approval of Agenda – Motion by Trustee Kare, support by Trustee Bartholomew, to add ZBA Discussion to the bottom of New Business, remove 11h, and postpone item 10d Village Manager Discussion and Decision until December. Motion carried Unanimously. APPROVAL OF MINUTES: Approval of Minutes from October 20, 2025 – Motion by Trustee Kare, support by Trustee Bartholomew, to approve the minutes with edits to sections 11f. Motion carried Unanimously. APPROVAL OF COUNCIL BILLS: Approval to pay the Council Bills – Motion by Trustee Edwards, support by Trustee Bartholomew, to pay the bills. Motion carried 4-1 with Trustees Rosso dissenting. SPECIAL PRESENTATION: A presentation was given by the DDA member, Marty Hutnick. PUBLIC COMMENTS: Comments were heard by Sharon Smith, and Danielle Lee. OFFICER REPORTS: President – Report given; Clerk – Report given; Treasurer – President Poznanski reported on the interest gained in the Village’s accounts; Trustees – Trustees Kare gave a report; Planning Commission Ex-Officio – No report given; Chief of Police – Report given. COMMITTEE REPORTS: Bruce Sewer – Nothing to report; Ethics Committee – Nothing to report. UNFINISHED BUSINESS: Council Purchasing Policy – Discussion was had. Additional suggestions were added. President Poznanski will provide final edit for vote consideration at December Council Meeting; CBD / PILOP – Discussion was had concerning Attorney Mark Clark’s suggested edits which include exclusions. Village Council approved to move the suggestions to the Planning Commission for a Public Hearing; Prohibition of Short-Term Rentals – Discussion was had concerning Attorney Mark Clark’s suggested edits which include fines and penalties for violating the ordinance. Council decided that they would like to regulate rather than prohibit. Ordinance has been sent back to the Planning Commission with the suggested edits; Village Manager Discussion and Decision – This item was postponed until December. NEW BUSINESS: Managed IT Services RFP – The Village will be releasing an RFP for Managed IT Services. Bids will be back by December meeting; Audit RFP – The Village will release an RFP for Auditing Services in December with bids being back by Council Meeting in January; Union Contract Negotiations – Motion by Trustee Edwards, support by Trustee Kare, to move forward with Union Negotiations. Motion carried Unanimously; Well Maintenance Quote – Motion by Trustee Kare, supported by Trustee Bartholomew, to accept the quote from Northern Pump and Well. Motion carried Unanimously; Downtown Tree Trimming Quote – Motion by Trustee Bartholomew, supported by Trustee Kare, to accept the quote from The Davey Tree Expert Company for tree trimming. Motion carried 4-1. Trustee Rosso was the lone voice of dissent; Complaint Form – Discussion was had. Motion by Trustee Bartholomew, support by Trustee Edwards, to adopt the Village complaint form. Motion carried Unanimously; Santa Parade Event Permit – Motion by Trustee Kare, support by Bartholomew, to approve the event permit for the Santa Parade. Motion carried Unanimously; Risk and Resilience Assessment (RRA) and Emergency Response Plan ERP Updates – Discussion was had. Motion by Trustee Kare, supported by Trustee Bartholomew, to proceed with HRC for the Risk and Resilience Assessment and the Emergency Response Plan. Motion carried Unanimously; Asset Management Training – Discussion was had. Trustees have until January 6, 2026 to sign up for the training; ZBA Discussion – Discussion was had concerning Ordinance No. 482. PUBLIC COMMENTS: Comments were heard by Sharon Smith, Andrea St. Laurent, and Danielle Lee. ADJOURNMENT: Motion by Trustee Bartholomew, support by Trustee Edwards, to adjourn the meeting at 8:44 p.m. Motion carried Unanimously.
