PUBLIC NOTICE – SYNOPSIS OF UNOFFICIAL MINUTES FOR VILLAGE OF ARMADA RCM 12/08/25

Pres. Coenen called meeting to order at 7:00 PM. Pledge of Allegiance recited. Council members present at roll call: Coenen, Clark, Barzyk, Boelke, Adair, Stirrett, and Shall. Also present: Clerk Poulos, Jeffery Bahorski, Stacy Sobotka, Chris Krotche, Kevin Grand, Pola Portaro, Carmelo Portaro, Bryon Jaracz, Brett Quitiquit, and Marcial L. Hollins.

COUNCIL ACTION: Unanimously approved Agenda as amended: Removed Begin DPW Superintendent Hiring Actions. Heard a presentation from Township Supervisor Chris Krotche and Brett Quitiquit from Priority Waste on the proposed single waste hauler ordinance. Heard and Received: Treasurer’s Report for November, 2025; F & V submitted their Operations and Maintenance Report for October, 2025; Treasurer Porter stated the she received and e-mail from Paul O’Meara regarding parking spots that were not properly marked after the street project was completed. She stated that her offered to take $1,000.00 off of the invoice but after she investigate, it is closer to $2,000.00 that the Village is owed. She asked Council’s permission to respond that the Village wants $2,000.00 back or they can come back in the spring and properly mark the spots, which Council agreed to; Water Commissioner Boelke stated that Well #6 valving repairs are complete and that he has been in discussions with Rowe regarding the Waste Water Treatment Plant waterline project and planning for the lead line replacement project. Approved the Consent Agenda as presented: RCM Minutes of 11/24/25 approved as presented; Payment of Bills totaling $160,760.66 as presented; to establish the following dates, times and places of the regular Village Council meeting for calendar year 2026:

Unless changed by the Village Council by duly posted notice, all of the foregoing regular meetings will take place at the Village of Armada Municipal Offices located at 74274 Burk Street, Armada, Michigan 48005 commencing at 7:00 p.m.; to set the 2026/2027 budget workshop dates of January 12th and 26th, February 9th and 23th, March 9th at 5:30 p.m., including February 2nd and 16th and March 2nd and 16th at 5:30 p.m. if necessary. Unanimously approved: to set the Public Hearing date of January 12, 2026, at 7:00 pm for CDBG distribution. To adopt the ordinance granting a franchise to SEMCO Energy Gas Company to lay, maintain, and operate gas mains, pipes and services on, along, across, and under the public highways, streets, alleys, bridges, waterways, and other public places within the Village of Armada for a period of thirty (30) years; to authorize the Village of Armada to extend an offer of employment to Antonio Whitmore at the base hourly rate of $19.00 per hour, with overtime, comp time, clothing allowance, workers comp and liability insurance benefits comparable to those provided to current full time DPW employees. Eligible for medical, dental, disability and life insurance after 90 days of employment, personal and sick time, and holiday pay upon successful completion of the probationary period. The offer of employment is subject to Whitmore passing background examination and continued employment is contingent upon Whitmore completing a 90-day probationary period after which an employment agreement may be offered; to set a Public Hearing on the proposed ordinance for residential solid waste collection, recycling, and yard waste collection for Monday, January 12, 2026, at 7:00 p.m. and authorize the Armada Village Clerk to publish notice of the Public Hearing in the official Village newspaper. Unanimously approved to adjourn the meeting at 7:43 p.m. A Complete text of minutes is available for public inspection at the Clerk’s office during regular business hours.
