PUBLIC NOTICE – SYNOPSIS VILLAGE OF ROMEO REGULAR BOARD MEETING FEBRUARY 23, 2026

TIME: 7:00 P.M.

Regular Meeting was opened at 7:00 p.m. Pledge of Allegiance was recited. Roll call was taken. APPROVAL OF AGENDA: Approval of Agenda – Motion by Trustee Edwards, support by Trustee Bartholomew, to add Police Department Generator Discussion to Unfinished Business item d. Motion carried Unanimously. APPROVAL OF MINUTES: Approval of Minutes from January 26, 2026 – Motion by Trustee Bartholomew, support by Trustee Parker, to approve the minutes with corrections to pg. 7, section 10(f). Motion carried Unanimously; Approval of Minutes from February 4, 2026 – Motion by Trustee Edwards, support by Trustee Bartholomew, to approve the minutes with corrections to section 2. Motion carried Unanimously; Approval of Minutes from February 10, 2026 – Motion by Trustee Edwards, support by Trustee Rosso, to approve the minutes. Motion carried Unanimously. APPROVAL OF COUNCIL BILLS: Approval to pay the Council Bills – Motion by Trustee Bartholomew, support by Trustee Edwards, to pay the bills. Motion carried 4-3 with Trustees Parker, Rosso, and Fowler dissenting. SPECIAL PRESENTATION: A presentation was given by the DDA Chair, Kathy Osebold. CORRESPONDENCE: A letter from the Cemetery Board Chair, Debi Martone, was read. PUBLIC COMMENTS: No comments were heard. OFFICER REPORTS: President – Report given; Clerk – Report given; Treasurer – President Poznanski reported on the interest gained in the Village’s accounts; Trustees – Trustees Kare gave a report; Planning Commission Ex-Officio – Trustee Parker gave the Ex-Officio report; Chief of Police – Report given. COMMITTEE REPORTS: Bruce Sewer – Nothing to report; Ethics Committee – Report given. Meeting was held on 2/17. Trustee Kare has written an ordinance, and it has been passed onto the Village Attorney for review. UNFINISHED BUSINESS: Council Purchasing Policy – Discussion was had. Additions were suggested. President Poznanski will provide the document to the Trustees for them to edit and return. Motion by President Poznanski, support by Trustee Parker, to postpone voting on new purchasing policy until March at which time all edits will be added to the draft. Motion carried Unanimously; Village and DDA Joint Project – Downtown Dumpster Corrals – DDA has offered to split the cost of the project. A design plan by McKenna was presented. Motion by Trustee Edwards, support by Trustee Kare, to split the cost of the quoted design plan with the DDA 50/50. Motion carried Unanimously; Fence Application Update – Discussion was had regarding what the Village charges for fencing permits. Council decided to keep the rates the same; Police Department Generator Discussion – Discussion was had. Clarification on the project was given to the Trustees. NEW BUSINESS: Municipal Analytics Waterworth Subscription – A quote for consultation services for conducting rate studies was presented. Motion by Trustee Edwards, support by Trustee Parker, to approve the quote not to exceed $8,250. Motion carried Unanimously; Proposed PILOP Ordinance Update – The Board of Trustees reviewed proposed changes to Section 46-314 of the Village of Romeo’s Code of Ordinances. Motion by Edwards, support by Rosso, to adopt the draft amendment. Motion carried Unanimously; Budget meeting Dates – Village Accountants, Plante Moran, proposed April 28, May 19, May 26, and June 2 for Budget Meeting Dates. The Board of Trustees accepted April 28 but asked that Plante Moran offer 3 more dates; Resolution 26-013 – A resolution to place a twelve (12) month moratorium on the establishment, permitting, consideration, approval, construction and/or installation of data centers within the Village of Romeo was presented. Motion by Trustee Parker, supported by Trustee Fowler, to accept resolution 26-013. Motion carried Unanimously; Resolution 26-014 – A resolution empowering the street administrator to sign the Macomb County Department of Roads blanket permit for general road maintenance was presented. Motion by Trustee Parker, support by Trustee Edwards, to accept resolution 26-014. Motion carried Unanimously. PUBLIC COMMENTS: Comments were heard by Marty Hutnick and Jamie Lucero. CLOSED SESSION: Motion by Trustee Fowler, support by Trustee Parker to enter Closed Session at 8:43p.m. Motion carried Unanimously; Motion by Trustee Fowler, support by Trustee Kare, to exit Closed Session 9:43p.m. Motion carried Unanimously. ADJOURNMENT: Motion by Trustee Fowler, support by Trustee Parker, to adjourn the meeting at 9:45 p.m. Motion carried Unanimously.
