PUBLIC NOTICE – VILLAGE OF ARMADA SYNOPSIS OF UNOFFICIAL MINUTES FOR RCM 4/13/26

Pres. Coenen called meeting to order at 7:00 PM. Pledge of Allegiance recited. Council members present at roll call: Coenen, Clark, Stirrett, Shall, Adair, Barzyk, and Boelke. Also present: Clerk Poulos, Treasurer Porter, Jeffrey Bahorski, Stacy Sobotka, Bryon Jaracz, Heather Jaracz, Carmelo Portaro, Pola Portaro, Kevin Grand, Fred Keelin, Helen Keelin, Terry Rooney, Angela Hemby, Bill Remer, Bill Remer, Eileen Slifco, Wayne Constance, Diane Sutherland, Bob Peters, Sandra Peters, Reanna McGlone, Ryan McGlone, Mark Clark, Andrew Harlow, Jeff Fritz, and Marcia Hollins.

COUNCIL ACTION: Unanimously approved Agenda as presented. Heard and Received: Treasurer’s and Code Enforcement Reports for March, 2026; a written Report from the Water Commissioner, Sewer Commissioner and Street Administrator were read aloud. Approved the Consent Agenda as presented: RCM Minutes of 3/23/26 approved as presented; Payment of Bills totaling $77,823.01 as presented; RCM Minutes of 3/9/26 approved as presented; to approve the Corrected Resolution adopting rates, fees and charges for water utility service. Unanimously approved: to deny the Orchard Trail Meadows / Big Oak preliminary planned development plan dated September 27th, 2024 for the planned development of eight (8) townhomes, comprised of a total of forty-eight (48) units, on 12.3 acres of vacant land based the following findings:

1. That the 12.3 acre parcel, which is the subject of applicant’s preliminary planned development plan, does not qualify as a site eligible for planned development under characteristics set forth in Zoning Ordinance Section 20.02 A. 3., for the reasons set forth in the Village Planner report dated March 9, 2026;

2. That the applicant’s proposed multi-family use of the 12.3 acre parcel per applicant’s preliminary planned development plan is inconsistent and incompatible with the types and intensities of uses specified for the site in the Master Plan, contrary to the requirement of Zoning Ordinance Section 20.02 B. 1., for the reasons set forth in the Village Planner report dated March 9, 2026;

3. That applicant’s preliminary planned development plan increases the density of the residential development contrary to Zoning Ordinance Section 20.02 C. 1.;

4. That applicant’s proposed preliminary planned development plan fails to demonstrate that the 12.3 acre parcel cannot be developed in the manner proposed by application of conventional zoning provisions or standards contrary to Zoning Ordinance 20.02 C. 2;

to approve Amendment No. 3 to Rowe Engineering for consulting services to include the sewer line replacement in an amount of $5,000.00, to enter into Executive Session at 7:28 p.m. after a 5 minute recess. Unanimously approved to adjourn the meeting at 7:57 p.m. A Complete text of minutes is available for public inspection at the Clerk’s office during regular business hours.
