PUBLIC NOTICE – NOTICE OF ELECTION RICHMOND TOWNSHIP, MICHIGAN MAY 5, 2026

To the qualified electors of Richmond Township: NOTICE IS HEREBY GIVEN, that the SPECIAL ELECTION will be held in Richmond Township, County of Macomb, State of Michigan on Tuesday, May 5, 2026 at the place of holding the Election in Richmond Township as indicated below.

All precincts are handicap accessible. Voting instructions are available in alternative formats. Contact your Clerk’s office for details. Please note that “photo identification” requirement implemented per Michigan Election Law, requires voters appearing at polling locations to present picture identification, or sign an affidavit if they do not have picture identification with them.

ELECTION DAY: THE POLLS for the May Special Election will be open at 7:00 a.m. and will remain open until 8:00 p.m.

PLEASE TAKE NOTICE at the Special Election on May 5, 2026, the following Richmond Community School District Bond proposal will appear on the ballot:

Richmond Community Schools Bond Proposal

Shall Richmond Community Schools, Macomb and St. Clair Counties, Michigan, borrow the sum of not to exceed Fifty-One Million Eight Hundred Thousand Dollars ($51,800,000) and issue its general obligation unlimited tax bonds therefor, in one or more series, for the purpose of:

Erecting, furnishing, and equipping additions to school buildings; remodeling, equipping and re-equipping, and furnishing and refurnishing school buildings; acquiring, installing, equipping and re-equipping school buildings for instructional technology; and preparing, developing, improving, and equipping playgrounds and sites:

The following is for informational purposes only:

The estimated millage that will be levied for the proposed bonds in 2026 is 1.70 mills ($1.70 on each $1,000 of taxable valuation) for a 0 mill net increase over the prior year’s levy. The maximum number of years the bonds of any series may be outstanding, exclusive of any refunding, is twenty (20) years. The estimated simple average annual millage anticipated to be required to retire the bond debt is 3.81 mills ($3.81 on each $1,000 of taxable valuation).

The school district does not expect to borrow from the State to pay debt service on the bonds. The total amount of qualified bonds currently outstanding is $32,065,000. The total amount of qualified loans currently outstanding is $0. The estimated computed millage rate may change based on changes in certain circumstances.

(Pursuant to State law, expenditure of bond proceeds must be audited and the proceeds cannot be used for repair or maintenance costs, teacher, administrator or employee salaries, or other operating expenses.)

Absentee ballots are available for all elections; registered voters may contact the local clerk to obtain an application for an absent voter ballot.

To comply with the Help America Vote Act (HAVA), voting instructions will be available in audio format and in Braille. Arrangements for obtaining the instructions in these alternative formats can be made by contacting the township clerk with advance of the election. All polling locations are accessible for voters with disabilities.
