PUBLIC NOTICE – CITY OF MEMPHIS NOTICE OF REGISTRATION FOR THE ELECTION TO BE HELD ON TUESDAY, AUGUST 4, 2026

TO THE QUALIFIED ELECTORS OF THE CITY OF MEMPHIS COUNTIES OF MACOMB AND ST. CLAIR, STATE OF MICHIGAN:

PLEASE TAKE NOTICE that any qualified elector of the City of Memphis who is not already registered, may register to vote at the office of the City Clerk; the office of the County Clerk; a Secretary of State branch office, or other designated state agency. Registration forms can be obtained at mi.gov/vote and mailed to the City Clerk. Voters who are already registered may update their registration at www.expressSOS.com.

LAST DAY TO REGISTER IN ANY MANNER OTHER THAN IN PERSON WITH THE LOCAL CLERK FOR THE AUGUST ELECTION IS

MONDAY, JULY 20, 2026

After this date, anyone who qualifies as an elector may register to vote in person with proof of residency (MCL 168.492) at the City Clerk’s office, located at 80375 Main St., Memphis, MI. 48041 at the following times.

• Regular business hours: Monday through Friday from 8:00 a.m. to 4:30 p.m.

• Friday, July 24, 2026, from 8:00 a.m. to 5:00 p.m.

• Saturday, July 25, 8:00 a.m. to 4:00 p.m.

• Sunday, July 26, 8:00 a.m. to 4:00 p.m.

• Friday, July 31, 2026, from 8:00 a.m. to 5:00 p.m.

• Saturday, August 1, 2026, from 8:00 a.m. to 4:00 p.m.

• Sunday August 2, 2026, from 8:00 a.m. to 4:00 p.m.

• Election Day, Tuesday, August 4, 2026, from 7:00 a.m. to 8:00 p.m.

PLEASE TAKE NOTICE THAT THE CITY WILL BE VOTING ON THE FOLLOWING OFFICES AND PROPOSAL AS PRESENTED AND LISTED BELOW:

Macomb & St. Clair Counties: Governor, United States Senator, Representative in Congress, Legislative, Representative in State Legislature, Delegate. Macomb County: County Executive, County Commissioner.

St. Clair County: Proposal 1: St. Clair County Renewal of St. Clair County Senior Citizen Millage:

To raise funds to be used for the sole purpose of providing senior citizens services in St. Clair County, shall St. Clair County be authorized to levy a millage of .8 mills ($.80 per $1000 of taxable value) per year, which has been reduced to .7971 ($.7971 per $1000 of taxable value) by required rollbacks, constituting renewal of a previously approved voter authorized millage for a period of four years, being 2026 through 2029 inclusive? If approved, this renewed millage is estimated to generate $6,913,513 in revenue in its first year. Provided, some funds may be captured by other local units of government of tax increment financing authorities as required by law.

St. Clair County Proposal 2: Renewal of St. Clair County Ambulance Services Millage: To raise funds to be used and disbursed to local communities for the sole purpose of providing operating and capital funds for ambulance service in St. Clair County, shall St. Clair County be authorized to levy a millage of 0.5000 mills ($.50 per $1000 taxable value) per year which has been reduced to .4993 mills (.4993 per $1000 of taxable value) by required rollbacks constituting renewal of a previously approved voter authorized millage, for a period of four (4) years, being 2026 through 2029 inclusive? If approved, this renewed millage is estimated to generate $4,330,595 in revenue in its first year. Provided, some funds may be captured by other local units of government of tax increment financing authorities as required by law.

St. Clair County Proposal 3: Renewal of St. Clair County Community College District Millage

Shall the current millage, which was approved by the electors of the St. Clair County Community College District, to provide job training and retraining for workers in the College’s service area; repair and update the College’s technology, equipment and buildings; and to maintain and expand junior-senior/four year college offerings, in the amount of one-half mill ($0.50 per $1000 of taxable value), reduced to .4932 mills by the Headlee Amendment to be renewed for four years, July 1, 2027 through June 30, 2031? If approved and levied in its entirety, the millage would raise an estimated $3,734,736 in the first year.

A U.S. citizen who will have been a resident for 30 days and age 18 years old by AUGUST 4, 2026, may register to vote.

The deadline for absentee ballot via First Class Mail is 4:00 p.m. Friday, July 31, 2026.
