Pres. Coenen called meeting to order at 7:00 PM. Pledge of Allegiance recited. Council members present at roll call: Coenen, Clark, Stirrett, Shall, Adair, Barzyk, and Boelke. Also present: Clerk Poulos, Treasurer Porter, Jeffrey Bahorski, Stacy Sobotka, Kevin Grand, Curtis McBride, Amy Delia, Chelsea Bousquett, Ed Serwatowski, and Patti LeMieux.
COUNCIL ACTION: Unanimously approved Agenda as amended: added: To extend an offer of employment to Edward Serwatowski for a temporary position in the Department of Public Works as New Business Item D. Heard and Received: Treasurer’s and Code Enforcement Reports for September, 2026; F & V Monthly Operating Report for August, 2026; received written and verbal report from the Water Commissioner. Approved the Consent Agenda as presented: RCM Minutes of 9/28/26 approved as presented; Payment of Bills totaling $58,058.13; to approve the Special Event Permit Application from the Armada Agricultural Society on 12/5/26 between the hours of 5:00 pm and 9:00 pm for the Lighted Christmas Parade. Unanimously approved: to accept the Audit for Fiscal Year ending March 31, 2026, and to place on file; to authorize the Village Attorney to prepare an ordinance amending the Village Code of Ordinances to provide for the regulation of e-bikes, e-skateboards, mopeds, and e-moto within the Village of Armada for purposes of review and the setting of a public hearing at a future regular meeting; to approve the additional asphalt road repairs to Prospect Street, with work being completed by Murray Underground Systems, Inc. in the amount of $10,030.00 and to allow the Street Administrator to sign on behalf of the Village; to authorize the Village of Armada to extend an offer of temporary employment to Edward Serwatowski at the base hourly rate of $38.96 per hour, with overtime, comp time, clothing allowance, workers comp and liability insurance benefits comparable to those provided to current full-time DPW employees. Unanimously approved to adjourn the meeting at 8:21 p.m.
