On March 12, 2024, the Charter Township of Oakland Board of Trustees approved the Stormwater Discharge Ordinance first reading at a meeting held at 4393 Collins Rd, Rochester, MI 48306. On April 30, 2024, the Stormwater Discharge Ordinance will be placed on the Board of Trustees agenda for the second reading. A summary of the proposed Ordinance is as follows:

STORMWATER DISCHARGE ORDINANCE
The Charter Township of Oakland Code Chapter 364, “Stormwater Management and Erosion Control,” is amended to add Article VII “Stormwater Discharge.”
ARTICLE VII STORMWATER DISCHARGE
STATEMENT OF PURPOSE:
The purpose of this Ordinance is to provide for the health, safety, and general welfare of the citizens of the Township through the regulation of non-stormwater discharges to the storm drainage system to the maximum extent practicable as required by federal and state law. This Ordinance establish methods for controlling the introduction of pollutants into the municipal storm sewer system in order to comply with requirements of the National Pollutant Discharge Elimination System (NPDES) permit process. The objectives of this Ordinance are:
(1) To regulate the contribution of pollutants to the municipal storm sewer system by stormwater discharges by any user.
(2) To prohibit illicit connections and discharges to the municipal storm sewer system.
(3) To establish legal authority to carry out all inspection, surveillance, and monitoring procedures necessary to ensure compliance with this article.
APPLICABILITY:
This Ordinance shall apply to all water entering the storm drain system generated on any developed or undeveloped lands unless expressly exempted by an authorized enforcement agency.
