Pres. Coenen called meeting to order at 7:00 PM. Pledge of Allegiance recited. Council members present at roll call: Coenen, Clark, Stirrett, Shall, Adair, Barzyk, and Boelke. Also present: Clerk Poulos, Treasurer Porter, Jeffrey Bahorski, Stacy Sobotka, Bryon Jaracz, Heather Jaracz, Carmelo Portaro, Pola Portaro, Cath Winn, Kevin Grand, and Bob Richter.
COUNCIL ACTION: Unanimously approved Agenda as presented. Heard and Received: Treasurer’s and Code Enforcement Reports for April, 2026; a verbal report from Catherine Winn of F & V; a written Report from the Water Commissioner, which he read aloud, a verbal overview of the Code Enforcement Report. Approved the Consent Agenda as presented: RCM Minutes of 4/11/26 approved as presented; Payment of Bills totaling $62,939.74 as presented; the Special Event Permit Application from the Armada AmVets on 5/22/26 between 10:00 am and 6:00 pm for a four Corner Fundraiser and on 5/25/26 between the hours of 9:30 am and 12:00 pm to hold a parade. Unanimously approved: to accept the low bid received for Fiscal Year 2026/2027 Lead Service Line Replacement work of $149,484.00 and award a contract to Synergy Development Specialists of Almont, Michigan and to allow the Water Commissioner to sign for the Village; to enter into a contract with Village Engineer, Rowe, PSC for Lead Service Line Replacement, construction engineering services at a cost of $30,750.00 and to allow the Water Commissioner to sign for the Village; to adopt the resolution of participation in the reciprocal aid agreement and response protocol for police agencies within Macomb County and authorize the President and Clerk to sign the resolution on behalf of the Village; to approve the purchase of four bullet resistant vests from On Duty Gear at a total cost of $3,180.00 ($795.00 per vest). The Village should be reimbursed $1,590.00 from Federal Grant money; to approve hourly wage rate for current part-time police officers having one year or more of service to the Village at $25.50/hour; to approve a State of Michigan Historical Marker commemorating the Village of Armada to be a governmental sign and approve installation on the extended sidewalk concrete pad to the immediate west of the building at 23009 E. Main Street. Further, that the Council approve our DPW to receive the marker and install it at an appropriate time after receipt. Approved: to adopt the resolution supporting and approving the amendment to the Macomb County Solid Waste Management Plan as adopted by the Macomb County Board of Commissioners and authorize the Village Clerk to transmit the adopted resolution to the designated planning agency, Macomb County Department of Planning and Economic Development. Unanimously approved to adjourn the meeting at 8:09 p.m.
