PUBLIC NOTICE – VILLAGE OF ARMADA SYNOPSIS OF UNOFFICIAL MINUTES FOR RCM 3/27/23

Pres. Pro Tem Coenen called meeting to order at 7:00 PM. Pledge of Allegiance recited. Council members present at roll call: Ballard, Coenen, Clark, Boelke, Sledz. Absent: Shall. Vacancy: President. Also present: Clerk Poulos, Treasurer Porter, Cheryl Coenen, Pattie LeMieux, Stacy Sobotka, Doug Hartline, and Kevin Grand.

COUNCIL ACTION: Unanimously approved Agenda as amended: Moved New Business Item A, Fill the President Vacancy, to the last item in New Business. Heard and/or received the Treasurer Report and the F & V Report for February, 2023 (verbally reviewed by Doug Hartline), a DPW Report for March, 2023, a written report from Trustee Boelke (reviewed verbally); the Planning Commission Meeting minutes of February 6, 2023; Trustee Clark spoke to DTE regarding recent Village power outages and updated on that call; Street Administrator Sledz reviewed a small portion of the DPW Report. Unanimously Approved the Consent Agenda as presented: RCM Minutes of 3/13/23 approved as presented; Payment of Bills totaling $45,410.39 as presented; to approve the banking/depository facilities of Fifth Third Bank, Choice One Bank, and Bank of New York Mellon for Village of Armada deposits, drafts, transfers, wires and/or investments; to accept the Village President’s submittal of the Treasurer’s annual Investment Policy for Fiscal Year 2022/2024; to set the Administration Fees for the Village accounts as follows: Local Street Fund $2,600.00, Major Street Fund $2,600.00, Water Fund $12,500.00, Sewer Fund $12,500.00, STI $10,000.00.. Unanimously Approved: to adopt resolutions approving the new water and sewer rates; to accept the recommendation by Treasurer Porter to propose the 2023 tax millage rate at the maximum allowable levy as permanently reduced by MCL 211.34d and authorized under Truth in Taxation, MCL.21124e, with full understanding that these requested tax levy rates will be reduced, if necessary, to comply with the state constitutional (Article 9 Section 31) MCL Sections 211.24e and 211.34. The following rates shall be proposed: General Fund 8.6877 mills, Municipal Streets Fund 3.4748 mills, PA 33 1.75000 mills for a total proposed millage rate of 13.9125 mills; to establish the compensation for the Treasurer of the Village of Armada in the amount of $21,240.00 annually effective April 1, 2023; to establish the compensation for the Clerk of the Village of Armada in the amount of $33,541.61 annually effective April 1, 2023; to enter into the Budget Public Hearing at 7:36 p.m.; to exit the Budget Public Hearing at 7:37 p.m.; Approved to adopt the fiscal year 2023/2024 budgets for the following funds as presented: General Fund with a projected surplus at year-end of $756,956.17, Municipal Street Fund with a projected surplus at year-end of $145,001.60, Major Street Fund with a projected surplus at year-end of $142,889.84, Local Street Fund with a projected surplus at year-end of $6,797.60, Water Fund with a projected surplus at year-end of $7,271.15, Sewer Fund with a projected surplus at year-end of $105,029.60, Salvage Title with a projected surplus at year-end of $0; to accept the recommendation by Treasurer Porter to redeem Certificate of Deposit #22972 held by Choice One Bank, originally set to mature December 19, 2023, without a prematurity penalty, currently earning at a rate of 0.10%. Further, it is recommended that said Certificate of Deposit be renewed with a maturity date one year from date of issue, earning at a rate 4.0%; to authorize the Village Clerk to advertise in the Record for letters of interest from Village electors interested in being considered for the vacancy in the elective office of Village Trustee through April 17, 2023, with interviews to be conducted at the first regular meeting of the Village Council on Monday, April 10, 2023. Approved: to appoint David Coenen to the elective office of Village President for a term ending with the next regular Village election, subject to the appointee meeting the qualifications set forth in Chapter II of the General Law Village Act. Unanimously approved to adjourn the meeting at 7:51 p.m. A Complete text of minutes is available for public inspection at the Clerk’s office during regular business hours.
