PUBLIC NOTICE – VILLAGE OF ARMADA SYNOPSIS OF UNOFFICIAL MINUTES FOR RCM 06/12/23

Pres. Coenen called meeting to order at 7:00 PM. Pledge of Allegiance recited. Council members present at roll call: Clark, Coenen, Ballard, Sledz, Shall, Adair, and Boelke. Also present: Clerk Poulos, Treasurer Porter, Stacy Sobotka, Amy Barzyk, James Barzyk, Andrew Cubitt, and Kevin Grand.

COUNCIL ACTION: Unanimously approved Agenda as amended: added Transportation Economic Development Fund Category B Program Funding as New Business Item F and Part-Time DPW Employee as New Business Item G. Heard/received Reports: Police Action Report May, 2023, Sewer Commissioner Clark; Street Administrator Sledz; Water Commissioner Boelke; Park Commissioner Shall; Treasurer’s Report for May, 2023; Code Enforcement Report for May, 2023. Unanimously Approved the Consent Agenda as presented: Approved RCM Minutes of 05/22/23 as presented; Payment of Bills totaling $73,013.95 as presented; to approve an hourly rate of pay for Police Officers working the Armada Fair of $33.00. Unanimously Approved: to approve hourly wage rates effective for hours worked beginning the week of June 19, 2023, for current part-time police officers as follows: $20.50 per hour for part-time police officers having 6 months or less of service to the Village, $21.00 per hour for part-time police officers having 6 months but less than 1 year of service to the Village, $21.50 per hour for part-time police officers having 1 year or more of service to the Village; to close the Village Office on Monday, July 3, 2023; to approve the signed agreement from the Armada Agricultural Society for a term ending February 28, 2024, and to allow the Village President and Clerk to sign on behalf of the Village; to approve the millage rate to be levied by the Treasurer for tax year 2023 for operating the General Fund be levied at the reduced rate of 8.4791 mills in compliance with the Headlee 2023 reduction factor of 0.9760 Section MCL211.34d; to approve the millage rate to be levied by the Treasurer for tax year 2023 for operating the Municipal Street Fund be levied at the reduced rate of 3.3913 mills in compliance with the Headlee 2023 reduction factor of 0.9760 Section MCL211.34d; to approve the millage rate to be levied by the Treasurer for tax year 2023 Public Act 33 Special Assessment be levied at the Council electively reduced rate of 1.7400 these funds will be used for Police Health and Safety Operations; to authorize the Clerk, President, and Treasurer to sign all warrants and forms related to the 2023 tax roll; to accept the quote from Dell Computer for desktop computer in the amount of $1,583.99; to approve the Resolution to establish a request for funding, designate an agent, attest to the existence of funds and commit to implementing a maintenance program funded by the Transportation Economic Development Fund Category B program for the rehabilitation of First Street from Prospect Avenue to East Main Street and Simons Street from Barrows Street to West Main Street. To extend Jack Laszczak an offer of employment with the Village of Armada Department of Public Works at a rate of $16.00/hour starting after pre-employment background check, physical and drug screen.
