A regular meeting of the Charter Township of Oakland Board of Trustees was called to order on Tuesday, October 10, 2023 at 7:00 PM in the Township Hall, 4393 Collins Rd, Rochester, MI.
PRESENT: Robin Buxar, Supervisor; Dave Mabry, Clerk; John Giannangeli, Treasurer; Jack Elder, Trustee; Jeanne Langlois, Trustee; Lana Mangiapane, Trustee; Andy Zale, Trustee
ABSENT: None
THE FOLLOWING MOTIONS WERE MADE AND PASSED:
1. To approve the agenda as presented.
2. To approve the Consent Agenda as read.
3. To approve the Resolution To Approve The First Amendment To The Original Knorrwood Act 342 Contract and authorize the Township Supervisor to execute the Act 342 Amendment.
4. To recommend approval for the final site plan for the Buell Road Development LLC for Sorelle Estates and Willis Drive extension parcels located on the south side of Buell Road, west of Hadden Road, contingent upon all recommendations of consultants being completed, Carlisle-Wortman letter dated February 10, 2023 and PEA Group letter dated February 19, 2023 and also recommend the construction of the safety path.
5. To recommend approval of the master deed, bylaws and covenant for maintenance, repair and replacement of the storm drainage facilities for the development known as Sorelle Estates.
6. To approve the Historic District Commission submit a State historical marker application for Bigler Cemetery and have the Township Supervisor sign as the site owner’s representative.
7. To approve the PEA proposal OA09-17-PH2-R1 for Property Line Staking at Lost Lake Nature Park and Fox Nature Preserve for a lump sum not to exceed $14,000.00 and consult with abutting property owners on sign placement and design.
8. To approve the DTE Electric Company Underground Easement (Right of Way) No. 68045203-68045207 and authorizing the Township Supervisor to sign the easement document, providing it is reviewed by legal counsel.
9. To appoint Trustee Langlois to serve as a Commissioner on the Charter Township of Oakland Board of Election Commission pursuant to MCL 42.44.
10. To approve budget amendments #23-8 and #23-9 from the Budget Amendment Memo dated 10/02/2023. The net result of these amendments is a $160,300 change to the projected fund balance for the General Fund and a net change of $6,200 to the projected fund balance of the Fire Fund.
11. To adopt the Resolution Delegating Superintendent Duties as prescribed in the Oakland Township Ordinance 97 and MCL 42.10 collectively among the Township Supervisor, Township Clerk and Township Treasurer until such time the approved selection processes is completed and a Superintendent is appointed and authorize the Clerk to execute and file the same.
12. To adjourn the meeting at 8:54 PM.
